rapi_release - Remove a Resource ReSerVation Protocol
(RSVP) API session

Specifies the session identifier that was returned by a
successful call to the rapi_session() routine.
The rapi_release() routine removes any reservations and
the state corresponding to a given session handle. If an
application terminates without terminating its RSVP API
sessions, the rapi_release() routine is called implicitly.
Upon successful completion, the rapi_release() routine
returns a value of 0 (zero). If the session handle is
invalid, the routine returns an RAPI error code.
